The advice is built for a different design than Gate 49. For Gate 49 in particular, the advice misreads the mechanism completely.
Gate 49 carries principles that are not preferences. They are the load-bearing structure of the tribe. When a principle has been violated and the violation is structural, not incidental, the Gate is designed to end the arrangement and let something new take its place. That is what Hexagram 49 describes. Revolution. Molting. The old skin comes off so the new one can form. Forgiving and forgetting a structural violation does not preserve the relationship.
